Once you have your image ready to be "furred", add a new layer and call it fur. Using your draw tool set at freehand line size 1 and the foreground and bgd colour set to the main colour of your fur, draw the basic area you want for your fur.
I know it's rough looking but that's ok for now. Now set your fore ground colour to a lighter shade than the one you just used, and the back ground colour to a darker shade than the main one.
Using your paintbrush tool set at size 2, opacity 100, hard 0, step 25 and density 100, Use front and back strokes to fill your selection. By this I mean make lines all through it using foreground AND bgd colour. Make sure they extend beyond the image but not too far.
Wow that's pretty ugly isn't it *laugh*..don't worry it's great!
Now go to "effects", blur....and add a gaussian blur of about 2.5 or 2.75. Now using your retouch tool ...set at smudge, round, size 10, hard 0, opacity 83, step 25, density 100, go around your image... click inside the image just below the edge of the original and smudge it out. Do this all the way around until it looks good to you. Then do a little in the middle. You can see the effect you're after. A blended fur effect.
If you have troubles seeing the effect, save your image and then add a new layer called temp...
flood fill it with a colour other than your fur
and lay it behind your fur image so you can see the fur effect.
There you go. Your faux fur. Be sure to save the fur layer and delete the temp bgd layer when you're done the fur. I'm sure theres other ways of doing this or easier ways but this is the way I found, and people asked how I did it....so here ya go :)
